آسیب‌شناسی سیاستگذاری مرتبط با مهاجران افغانستانی در ایران

چکیده

حضور دیرینه و گسترده­ مهاجران افغانستانی در ایران فرصت­ ها و چالش‌هایی را برای ساختار سیاسی، اقتصادی، فرهنگی، اجتماعی و حتی امنیتی کشور به وجود آورده و متعاقب آن سیاستگذاری­ های پراکنده‌ای در این خصوص انجام شده است. در این پژوهش تلاش داریم تا با بهره گیری از استراتژی های چهارگانه جامعه پذیری مهاجران «جان دبلیو بری» به بازخوانی آسیب شناسانه سیاست­گذاری­ های این حوزه اقدام نماییم. در این پژوهش، سؤال اصلی «مهم­ترین آسیب­ سیاستگذاری در روند  مهاجرت، ورود و اقامت مهاجران افغانستانی در جمهوری اسلامی ایران چیست؟» و فرضیه اصلی «سیاست‌گذاری های نامناسب به لحاظ وضع قوانین و مقررات، منجر به عدم تمهید و کاربست برنامه جامع جامعه پذیری اتباع افغانستانی در ایران از سوی نظام شده است که مهم ترین آسیب در مواجهه با روند ورود بی رویه و اقامت مهاجران افغانستانی محسوب می‌شود» می‌باشد. در ادامه از طریق روش کیفی با بررسی آثار و اسناد؛ وضعیت آموزش، تحصیلات، اشتغال و حقوق شهروندی مهاجران افغانستانی در ایران مطالعه شده و سیاستگذاری­ های هر حوزه و اعوجاجات، کمبودها و نارسایی های آن به تفکیک آسیب­شناسی می­شود.
