چالش‌های سیاستگذاری منابع آب ایران و عراق

چکیده

مدیریت منابع آب در حوضه‌های آبریز مشترک ایران و عراق یکی از چالش‌های پیش روی سیاستگذاران است که با توجه به شرایط اقتصادی، سیاسی، اجتماعی، ژئوپلیتیکی و اقلیمی هر کشور بر اهمیت آن افزوده می‌شود. این نوشتار قصد دارد با هدف ارائه راهکار و مدل کارا، در گام اول به شناسایی چالش‌های سیاستگذاری منابع آبی مشترک پرداخته و در ادامه به این پرسش که الگوی مناسب برای غلبه بر چالش‌ها چیست، پاسخ دهد. ازاین‌رو با رویکرد ترکیبی از منابع کتابخانه‌ای، اسناد و روش دلفی متمرکز بر مصاحبه‌های باز و نیمه‌ساختاریافته با متخصصین ایرانی و عراقی، متغیرها شناسایی و سپس با روش تحلیل ساختاری و نرم‌افزار میک مک نتایج مورد تحلیل و ارزیابی قرارگرفته است. نتایج نشان می‌دهند ضعف در سیاستگذاری دو کشور و نیز امنیت غذایی از راهبردی‌ترین متغیرها هستند که با استفاده از مدل مدیریت به‌هم‌پیوسته می‌توان بر آن‌ها غلبه کرد.
