حکمرانی هوش مصنوعی در ایران: چالش‌های تنظیم‌گری عمومی و بازتعریف نقش دولت در عصر دیجیتال

چکیده
گسترش سریع فناوری هوش مصنوعی، نظام‌های حکمرانی و سیاستگذاری عمومی را با چالش‌های نوینی مواجه کرده و ضرورت بازتعریف نقش دولت در تنظیم‌گری این فناوری را افزایش داده است. پرسش اصلی پژوهش آن است که حکمرانی هوش مصنوعی در ایران با چه چالش‌ها و کاستی‌هایی روبه‌روست و دولت چگونه می‌تواند نقش خود را از توسعه‌گرایی صرف به سمت تنظیم‌گری مؤثر، هماهنگ و حقوق‌محور بازتعریف کند. ایده محوری پژوهش آن است که حکمرانی کارآمد هوش مصنوعی در ایران، مستلزم گذار از رویکردی پراکنده و بخشی‌نگر به چارچوبی جامع، نهادمند و مبتنی بر صیانت از حقوق شهروندی است. این پژوهش با هدف تحلیل سیاستی حکمرانی هوش مصنوعی در ایران و بررسی نقش دولت در تنظیم‌گری این حوزه، با روش توصیفی - تحلیلی و مبتنی بر مطالعات اسنادی انجام شده است. یافته‌ها نشان می‌دهد نظام حکمرانی هوش مصنوعی در ایران با پراکندگی نهادی، فقدان تنظیم‌گری جامع، ضعف حکمرانی داده، کاستی در حمایت از حقوق شهروندی و غلبه رویکرد توسعه‌محور مواجه است.
