تحلیل روش‌های نوین تعرفه‌گذاری آب شرب و کشاورزی برای سیاستگذاری آب در ایران

چکیده
در این مطالعه، مدل‌های مختلف قیمت‌گذاری آب با هدف دستیابی به الگویی بهینه تحلیل می‌شوند. تجارب بین‌المللی نشان می‌دهند که بر خلاف انتظار، تحقق هم‌زمان اهدافی نظیر پوشش هزینه‌ها، کارایی اقتصادی، برابری و توانایی پرداخت از طریق طراحی مناسب تعرفه‌ها امکان‌پذیر است. نتایج نشان می‌دهند استفاده از قیمت‌های حجمی ساده می‌تواند در مدیریت مصرف آب، به‌ویژه در شرایط جغرافیایی و فصلی متفاوت، مؤثرتر باشند، در حالی که هزینه‌های آبونمان ابزار مناسبی برای پوشش هزینه‌های ثابت عرضه آب محسوب می‌شوند. همچنین به‌کارگیری مکانیزم‌های حمایت درآمدی هدفمند، مانند تخفیف برای خانوارهای کم‌درآمد، می‌تواند بدون مخدوش‌کردن سیگنال قیمتی از توانایی پرداخت حمایت کند. از منظر سطح قیمت، لحاظ کردن ارزش کمیابی آب در کنار هزینه‌های حسابداری ضروری است و استفاده غیرمستقیم از سیگنال‌های بازار آب خام در بخش کشاورزی می‌تواند مفید باشد. در نهایت باید گفت که طراحی تعرفه‌های ساده، پویا و متناسب با ویژگی‌های منطقه‌ای شرط دستیابی به الگوی پایدار و قابل اجراست.
