سیاستگذاری هوش مصنوعی در اتحادیه اروپا: اصول بنیادین، سازوکار حکمرانی و اصول اخلاقی

چکیده

تمرکز عمده این مقاله بر سیاستگذاری هوش مصنوعی در اتحادیه اروپا است. بدین منظور مبانی، رویکرد، شیوه حکمرانی و اصول اخلاقی مورد تأکید بررسی شده‌اند. تمرکز بر اتحادیه اروپا از این جهت برای ما اهمیت دارد که این منطقه در زمینه تنظیم‌گری فناوری‌های نوظهور دیجیتالی و نیز پلتفرم‌ها پیشگام است. اتحادیه اروپا تلاش می‌کند با قانونگذاری و ترسیم خطی‌مشی‌های خود بتواند بر فناوری‌های هوش مصنوعی و شرکت‌های ارائه‌کننده خدمات هوش مصنوعی اعمال حاکمیت کند. در این مقاله با استفاده از روش رویکرد تحلیل اسناد و تحلیل محتوای کیفی، مضمون اسناد مرتبط با هوش مصنوعی در اروپا تحلیل شدند. نتایج نشان داد که ملاحظه اصول بنیادین، تدوین یک رویکرد کلی، ملاحظه اصول اخلاقی و تدبیر یک نظام حکمرانی متناسب با شرایط زمینه‌ای در مورد هر جامعه برای کاربرد هوش مصنوعی درجهت منافع ملی و کاستن از مخاطرات بالقوه آن الزامی است.
