عراق در سالهای بعد از اشغال نظامی از سوی آمریکا با نشانههایی از بحران، بیثباتی امنیتی و آشوب روبهرو بوده است. اصلیترین چالش دولت عراق را میتوان بهرهگیری از سازوکارهای دولتسازی دموکراتیک دانست. هرگونه دولتسازی دموکراتیک در عراق میتواند تأثیر خود را بر سیاستگذاری امنیتی آن کشور بهجا گذارد. براساس چنین انگارهای، فرایند و ماهیت سیاستگذاری دولت در عراق نقش تعیینکنندهای در تصمیمگیری سیاسی و شکلبندی ساختاری آن دارد. سیاستگذاری اجتماعی، اقتصادی و راهبردی عراق بدون توجه به ماهیت دولت معنای چندانی نخواهد داشت. به همین دلیل است که ساخت دولت رابطهای مستقیم با الگوی رفتار سیاسی آن خواهد داشت. پرسش اصلی مقاله آن است که «سیاستگذاری امنیتی و راهبردی عراق تحت تأثیر چه عواملی حاصل میشود؟» فرضیه مقاله به این موضوع اشاره دارد که «ساخت سیاسی دولت عراق رابطهای مستقیم با سیاستگذاری اجتماعی، اقتصادی و امنیتی کشور خواهد داشت.» در تنظیم مقاله از «نظریة دولتسازی ساختاری در کشورهای آشوبزده استفاده میشود. تبیین مقاله براساس روش تحلیل دادهها و تحلیل محتوی انجام میگیرد.
