آسیب‌شناسی اجرای سیاست‌های مبارزه با مواد مخدر در جمهوری اسلامی ایران

چکیده

در این تحقیق تلاش شده است تا با بهره‌گیری از مدل اجرای سیاست «هورن» و«میتر» که حاوی شش مؤلفه میان سیاست و اجرا شامل «اهداف و استانداردها، منابع، ارتباطات میان‌سازمانی و اقدامات پیاده‌سازی، ویژگی‌های نهادهای اجرایی، شرایط اقتصادی، سیاسی و اجتماعی و تمایل و آمادگی مجریان» می‌باشد به بررسی اجرای سیاست‌های مبارزه با مواد مخدر در جمهوری اسلامی ایران بپردازیم. روش پژوهش، تحلیل محتوای کیفی جهت‌دار و مبتنی بر مصاحبه نیمه‌ساختار‌یافته با نخبگان حوزه اجرای سیاست‌ها و قیاس براساس مدل پژوهش است. در نهایت 13 عنوان آسیب، شامل «اولویتدار نبودن مبارزه با مواد مخدر در نگاه مجریان، تداخل و تکثر در اهداف اسناد سیاستی، عدم تعیین شاخص‌های سنجش موفقیت، عدم تناسب اجرا با اهداف و استاندارها، سوء مدیریت منابع، ناهماهنگی ساختاری در اجرا، عدم توجه به علم و عمل نظام‌مند، آشفتگی نهادی و اجتماعی، چندصدایی و عدم مرجعیت سازمانی مقتدر، عدم باورمندی مجریان، عدم نظارت و پاسخ‌گویی، اصرار بر اقدامات سریع‌الجواب وعدم تشخیص اولویت‌های اقدام» احصا شده است.
