چکیده
این پژوهش به بررسی تطبیقی سیاستگذاری امنیت غذایی در ایران و ترکیه میپردازد. اهمیت مطالعه در آن است که دو کشور با پیشینههای فرهنگی مشابه اما ساختارهای اقتصادی و سیاسی متفاوت، رویکردهای گوناگونی در سیاستگذاری امنیت غذایی اتخاذ کردهاند. پرسش اصلی پژوهش آن است که سیاستگذاری امنیت غذایی در ایران و ترکیه چگونه بر اساس مؤلفههای سیاسی، اقتصادی و نهادی هر کشور قابل تحلیل و مقایسه است. روش پژوهش کیفی و تطبیقی است و دادهها از طریق تحلیل اسنادی گردآوری شدهاند. تحلیل دادهها بر پایه تحلیل محتوای کیفی انجام گرفته تا مضامین اصلی سیاستگذاری امنیت غذایی در هر کشور استخراج شود. یافتهها نشان میدهد ترکیه با اتخاذ رویکرد بازارمحور، فناورانه و مشارکتی توانسته است سطح امنیت غذایی و بهرهوری کشاورزی را بهبود بخشد، در حالی که سیاستهای حمایتی و مداخلهگرایانه ایران، هرچند به کنترل نوسانات قیمتی کمک کرده، اما با چالشهایی همچون بهرهوری پایین و فشار مالی بر دولت همراه بوده است.
