آسیب‌شناسی ابعاد اثباتی و هنجاری سیاستگذاری‌ مرتبط با شفافیت و مشارکت در بخش عمومی با تمرکز بر سیستم‌های مدیریت شهری

چکیده

آسیب‌شناسی و ارزیابی سیاست‌های مرتبط با مشارکت و شفافیت، چگونگی کاربست آن‌ها را در بخش عمومی ردیابی کرده و با تولید بروندادهایی چون گزارش‌های توصیفی، تحلیلی و تجویزی، نقد، آسیب‌شناسی (تحلیل مشکلات) و بیان ویژگی‌های اثباتی و هنجاری سیاست‌ها، زمینه را بهبود آن‌ها فراهم می‌کند. در این مقاله با هدف دستیابی به آستانه‌های نهادینه شدن این سیاست‌ها و رفع موانع تحقق‌پذیری آن‌ها، یک پژوهش کاربردی، استقرایی و آمیخته (کمی و کیفی) در دستور کار قرارگرفته است. نتایج آسیب‌شناسی سیاست‌های مشارکت و شفافیت در بخش عمومی (به‌ویژه سیستم مدیریت شهری) نشان از کاستی‌های نهادی گسترده چون بهره‌گیری ابزاری، موقت و کوتاه‌مدت و انحصارطلبانه از این سیاست‌ها دارد که همراه با کمبودهای ساختاری چون فقدان درک مشترک از این سیاست‌ها و ضعف در سیاستگذاری و ارزش‌گذاری سیاست، تحقق‌پذیری آن‌ها را با دشواری مواجه کرده است. در یک نگاه کل باور، شکاف در بسترسازی، اجرا و ارزیابی سیاست‌های شفافیت و مشارکت و نبود ادبیات مشترک متناسب با بنیان‌های نظری و علمی مهم‌ترین آسیب‌ها در مسیر تحقق این سیاست‌ها هستند.
