تحلیل سیاست‌های جنگل‌کاری در ایران بر اساس معیار تناسب (1368-1400)

چکیده
جنگل‌کاری یکی از ابزارهای اصلی سیاستگذاری برای احیای اکوسیستم‌های تخریب شده، توسعه‌ فضای سبز و دسترسی شهروندان به خدمات اکوسیستمی و تثبیت مالکیت ملی است. این پژوهش با هدف جمع‌آوری و تحلیل تناسب سیاست‌های جنگل‌کاری در ایران انجام شد. به‌همین منظور اسناد سیاستی ملی شامل اسناد پشتیبان برنامه‌های توسعه، برنامه‌های توسعه، برنامه‌های ملی بخشی و سیاست‌های ابلاغی سازمان منابع‌طبیعی و آبخیزداری کشور در بازه زمانی ۱۳۶۸ تا ۱۴۰۰ با روش اسنادی بررسی و داده‌ها با استفاده از کدگذاری کیفی و چارچوب ارزیابی معیار تناسب، تحلیل شدند. نتایج نشان داد سیاست‌های اصلی جنگل‌کاری ایران شامل احیا، غنی‌سازی و افزایش سطح جنگل، توسعه فضای سبز به صورت مشارکتی، جنگل‌کاری اقتصادی، مشارکتی با گونه‌های چندمنظوره سازگار با استفاده از فن‌آوری‌های مناسب است. این سیاست‌ها در طول زمان و در سطوح مختلف سیاستگذاری از تناسب و پیوستگی متغیری برخوردار هستند، هدف کلان احیاء، اصلاح، غنی‌سازی، توسعه‌ی جنگل، باغ، فضای سبز و جنگل‌کاری درختان چند منظوره دارای بیشترین پیوستگی افقی و عمودی و مورد توافق سیاستگذاران در سطوح مختلف سیاستی بوده است. در مجموع، سیاست‌های جنگل‌کاری، مدون نبوده، از نظریه‌ توسعه‌ای روشنی سرچشمه نگرفته، بر اساس اسناد بالادستی جامع تدوین نشده و در مورد آنها میان بوروکرات‌های متخصص، سیاستگذاران منتخب و سایر بخش‌های بدنه‌ سیاستگذاری و ارزیابی سیاست‌ها هماهنگی وجود ندارد. این وضعیت باعث افزایش هزینه‌های جنگل‌کاری و احیای اکوسیستم و کاهش اثربخشی سیاست می‌گردد.
