توسعه چارچوب یکپارچه سیاستگذاری برای بهبود نظام سلامت دهان در ایران: رویکرد مشارکتی و تحلیل سیستمی

چکیده

نظام سلامت دهان ایران با چالش‌های بنیادین شامل پراکندگی حکمرانی، توزیع نامتناسب نیروی انسانی و پرداخت‌های مستقیم بالا روبروست. این واقعیت، ضرورت بازاندیشی بنیادین در معماری نظام سلامت دهان را آشکار می‌سازد. پژوهش حاضر با هدف توسعه چارچوب یکپارچه سیاستگذاری نظام سلامت دهان در ایران و با تلفیق رویکرد طراحی آرمانی و شش مقوله مفهومی سازمان بهداشت جهانی به عنوان سنگ بنای نظام سلامت دهان انجام شده‌ است. یافته‌ها چارچوبی یکپارچه را آشکار ساختند که بر شش اصل راهبردی استوار است و شامل مؤلفه‌های عملیاتی در حوزه‌های حکمرانی، نیروی کار چندسطحی، خدمات پیشگیری‌محور، تأمین مالی ترکیبی، فناوری و اطلاعات است. همچنین تحلیل پویایی سیستم، سه حلقه بازخورد حیاتی را شناسایی کرد که سازوکارهای بهبود مستمر، تعادل عدالت و یادگیری سیستمی را توصیف می‌کنند. در نهایت این چارچوب با ارائه نقشه‌راه مرحله‌ای برای تحول نظام سلامت در ایران، نشان می‌دهد که تحول بنیادین هم ضروری و هم با رویکرد یکپارچه امکان‌پذیر است.
