ظرفیت خط‏مشی در بخش عمومی ایران : مطالعه موردی اجرای بودجه‌ریزی مبتنی بر عملکرد.

چکیده

اجرای خط­مشی­های عمومی با موانع بسیاری مواجه است که ضعف ظرفیت خط­مشی از جمله آنهاست. هدف این مقاله مطالعه نقش بودجه‌ریزی مبتنی بر عملکرد در ظرفیت خط­مشی است. این مطالعه با تحلیل محتوای کیفی داده‌های حاصل از مطالعات کتابخانه­ای و 31 مصاحبه‌  نشان داد اجرای بودجه‌ریزی مبتنی بر عملکرد تغییری در ظرفیت خط­مشی در ایران ایجاد نکرده و فقدان یا ضعف شدید این ظرفیت ، با جلوگیری از تدوین برنامه‏های تغییر و سالانه، مشکلات زیادی را برای اجرای آن ایجاد کرد.
