شاخص‌های حکمرانی خوب و جذب سرمایه‌گذاری خارجی؛ مورد مطالعه: دولت خاتمی

چکیده

جذب سرمایه‌گذاری مستقیم خارجی به‌عنوان یکی از عوامل کلیدی رشد و توسعه اقتصادی، به کیفیت حکمرانی کشورها وابسته است. این پژوهش با هدف بررسی نقش شاخص‌های شش‌گانه حکمرانی خوب در جذب سرمایه‌گذاری خارجی در دوره ریاست‌جمهوری سیدمحمد خاتمی (۱۳۷۶–۱۳۸۴) انجام شد. روش تحقیق به‌صورت اسنادی و کتابخانه‌ای و با اتکا بر داده‌های ثانویه از گزارش‌های بین‌المللی و منابع داخلی طراحی گردید. یافته‌ها نشان می‌دهد که در این دوره تلاش‌هایی برای بهبود شفافیت، حاکمیت قانون و مشارکت مدنی صورت گرفت که هم‌زمان با افزایش جریان سرمایه‌گذاری خارجی در سال‌های ۱۳۸۱–۱۳۸۲ همراه بود. با این حال، بحران‌های سیاسی و محدودیت‌های نهادی مانع از تحقق کامل ظرفیت این شاخص‌ها شدند. ثبات سیاسی و سیاست‌های تنش‌زدایی در روابط خارجی از عوامل تقویت‌کننده، و ضعف در اجرای قوانین و کنترل فساد از موانع اصلی شناسایی شدند. نتایج پژوهش بیانگر آن است که ارتقای شاخص‌های حکمرانی می‌تواند جذابیت کشورها برای سرمایه‌گذاران خارجی را افزایش دهد. بر این اساس، تمرکز بر اصلاحات نهادی، تقویت شفافیت و کاهش فساد به‌عنوان راهبردی اساسی برای ایجاد محیطی پایدار جهت جذب سرمایه‌گذاری خارجی توصیه می‌شود.
