الزامات تدوین مدل سیاستگذاری برای مسائل عمومی بغرنج به روش فراترکیب

چکیده

مسائل عمومی بغرنج یا وخیم به دلیل پیچیدگی، پویایی و وابستگی به عوامل متعدد، چالش‌های اساسی در سیاستگذاری عمومی ایجاد کرده‌اند و مستلزم راهکارهایی انعطاف‌پذیر و مشارکتی هستند. این پژوهش با هدف شناسایی الزامات سیاستگذاری در مواجهه با مسائل عمومی بغرنج، از روش فراترکیب بهره برد. برای این منظور 523 مقاله در بازه زمانی بین سال های 2014 تا 2024 بررسی و نهایتا 51 مطالعه که مستقیماً به موضوع مسائل بغرنج در سیاستگذاری عمومی پرداخته بودند انتخاب شدند. داده‌ها از طریق مرور نظام‌مند منابع علمی، مقالات و گزارش‌های پژوهشی استخراج شده و با روش فراترکیب مورد بررسی قرار گرفتند. یافته‌ها نشان دادند که برای مطالعه جامع در این حوزه و دست یافتن به مدلی برای سیاستگذاری دو عرصه اصلی شناسایی مسائل بغرنج و دوم نحوه مواجهه و رویارویی با آن­ها ضروری است. همچنین، مواجهه کارآمد با این مسائل به سیاست‌های انعطاف‌پذیر، حکمرانی تطبیقی، مشارکت ذینفعان، شفافیت و یادگیری سازمانی وابسته بوده است.
