اهمیت ارتقای حکمرانی فضای مجازی، چندیست که بهعنوان دغدغهای از سوی طیفهای مختلف تصمیمگیران و ذینفعان این حوزه مطرح میشود. برای تحقق این مهم، راهکارهای سیاستی متنوعی نیز مطرح میشود که تاکنون کمتر مورد ارزیابی شواهدمحور قرار گرفتهاند. این پژوهش با ارائه تخمینی از روند پانزده ساله ارکان مختلف حکمرانی به آسیبشناسی مسیر طی شده پرداخته و نشان میدهد که اگرچه کشور در سالهای اخیر به توازن در ارکان مختلف حکمرانی فضای مجازی نزدیک شده است، همچنان سیاستها تکبعدی و کوتاهمدت هستند. همچنین با تحلیل مضامین استخراجشده از مصاحبههای عمیق با 44 نفر از خبرگان، گزینههای سیاستی مختلف برای ارتقای حکمرانی فضای مجازی در کشور دستهبندی شد. در مرحله آخر، این گزینههای سیاستی با تخمین روندی و خبرگانی در روش تحلیل اهمیت- عملکرد بهبودیافته اولویتبندی و مشخص شد که ترکیبی از روش توسعه سکوهای اجتماعی مبتنی بر بخش خصوصی واقعی و اصلاح نظام تعرفهگذاری خدمات اینترنت و ایجاد ساختاری برای تنظیمگری متوازن آنها، میتواند پیشنهادی برای ارتقای حکمرانی فضای مجازی کشور باشد.
