ارزیابی کارایی سیاست‌های جمعیتی و تنظیم خانواده در ایران (1391-1368)

چکیده
سیاست‌های جمعیتی و تنظیم خانواده پایه‌ای برای رشد پایدار، تقویت جوامع سالم‌تر و ارتقاء ثبات اجتماعی- اقتصادی است. هدف پژوهش حاضر ارزیابی کارایی سیاست‌های جمعیتی و تنظیم خانواده ایران طی سال‌های1368 تا1391 است. این پژوهش با روش کیفی انجام شده و جامعه آماری شامل اساتید و خبرگان سیاستگذاری‌های جمعیتی بوده است. برای انتخاب نمونه از روش نمونه‌گیری گلوله برفی و برای تجزیه ‌و تحلیل داده‌ها از تکنیک تحلیل مضمون استفاده شده است. در نتایج تحقیق چهار مضمون اصلی و ده مضمون فرعی در مورد علل کارآیی و عدم کارآیی برنامه تنظیم خانواده در سال‌های 1368تا1391 به دست آمد. مقولات اصلی در کارآیی شامل تحولات ساختاری و دانشی و مقولات اصلی در عدم کارآیی شامل ضعف‌های ساختاری و اجرایی می‌باشد. زیرساخت‌های بهداشتی، رفاه عمومی، آگاهی‎بخشی و پژوهش‎های کاربردی مضامین فرعی به‌دست‌آمده از کارایی سیاست‌های جمعیتی می‌باشند و چالش‌های فرهنگی، چالش‌های فردی، چالش‌های سیاسی،کمبود افراد کارآزموده،کمبود آموزش رسانه‌ای و ضعف تبادل تجربیات مضامین فرعی عدم کارایی این سیاست‌ها هستند.
