سیاستگذاری خارجی صرف نظر از نگاه تئوریک به مسئله، در یک بستر فرایندی و متأثر از عوامل مختلف شکل میگیرد. با توجه به افزایش ضریب تأثیر هوشمصنوعی، در این مقاله تلاش شده تا چگونگی تأثیر هوشمصنوعی بر سیاستگذاری خارجی آمریکا مورد سنجش قرار گیرد. این پژوهش دارای رویکرد توصیفی-تحلیلی است که از طریق بررسی دادههای کتابخانهای انجام شده است. برمبنای یافتههای تحقیق، سیاستگذاری خارجی در آمریکا متأثر از هوش مصنوعی در آستانه تحول و دگردیسی قرار گرفته است. حوزه تمرکز راهبردی آمریکا در حال چرخش به فناوریهای نوین است. هرچند تغییر دینامیسم قدرت در مقابل کشورهای ضعیفتر میتواند به نفع آمریکا باشد اما در مقابل چین وضعیت متفاوت خواهد بود. براین اساس؛ آمریکا در سالهای آینده بر قاعدهگذاری، هنجارسازی و نهادسازی هوشمصنوعی متمرکز خواهد شد. همچنین حوزههای مختلف سیاستگذاری خارجی اعم از حوزههای دیپلماسی، دفاعی- نظامی و سیاست تحریمی آمریکا متأثر از هوش مصنوعی متحول و تقویت خواهد شد.
