برخی از کشورهای منطقهای در انگارة کنش راهبردی بهعنوان بازیگر رقیب محسوب میشوند. کشورهای منطقهای عموماً میبایست راهبرد موازنه قدرت و یا موازنة تهدید را در دستور کار سیاست خارجی و منطقهای خود قرار دهند. کشورهای ایران، عربستان و ترکیه از سازوکارهای موازنة نرم در ارتباط با یکدیگر بهره میگیرند. الگوی کنش هر یک از آنان در ارتباط با یکدیگر مبتنی بر نشانههایی از کنش هنجاری، سوژهیابی و کنترل افکار عمومی برای اثربخشی منطقهای بوده است. در این مقاله، سوژه اصلی کنش راهبردی در ارتباط با ایران را کشورهای عربستان و ترکیه تشکیل میدهند که دارای قابلیت مؤثر برای اثربخشی در محیط پیرامونی خواهند بود. سوژهها یکی از نشانههای شناخت قدرت و تهدید بازیگران در محیط پیرامونی محسوب میشوند. هر بازیگری از جمله ایران عموماً با قالبهای رسانهای، ارتباطی و هنجاری متمایزشدهای نسبت به دیگری شناخته میشود. به هر میزان، کشورها شناخت دقیقتری نسبت به الگوی رفتاری و کنش تاکتیکی سوژههای ارتباطی و راهبردی داشته باشند، طبعاً از قدرت بیشتری برای کنترل تهدیدات برخوردار میشوند. پرسش اصلی مقاله رابطه درهمتنیده بین سوژهیابی امنیتی و الگوی کنش رفتاری بازیگران در حوزه «کنش شناختی و رسانهای» دارد. بنابراین این پرسش مطرح میشود که «سیاستگذاری رسانهای و هنجاری ایران، عربستان و ترکیه در کنش متقابل نسبت به یکدیگر دارای چه ویژگیهایی است؟». فرضیه مقاله به این موضوع اشاره دارد که «سیاستگذاری رسانهای و هنجاری ایران، عربستان و ترکیه مبتنی بر سازوکارهای رقابتی بوده و شکل خاصی از موازنه نرم را منعکس میسازد». در روند تنظیم مقاله از رهیافت «موازنه نرم» بهره گرفته میشود.
