رهنمودهای اخلاق فضیلت برای سیاستگذاری تعارض‌منافع

چکیده

هدف نهایی پژوهش، زمینه‌سازی برای سیاستگذاری تعارض‌منافع در ایران است. این پژوهش با بحث و بررسی ادبیات علمی حوزه اخلاق فضیلت و تعارض‌منافع و با الهام از روش‌شناسی دلالت‌پژوهی، در ابتدا دو سهم‌یاری کلی «فضائل اخلاقی» و «الگوگرایی» را مطرح‌ می‌کند. در گام بعدی از طریق تقاطع این ‌سهم‌یاری‌ها با عناصر چهارچوب نظری تعارض‌منافع، رهنمودهایی احصا می‌شود که شناسایی و معرفی 14 فضیلت اخلاقی مؤثر در سیاستگذاری تعارض‌منافع از بخش‌های مهم این رهنمودهاست. این فضائل اخلاقی عبارت‌اند از: صداقت، عقل عملی، عدالت، شجاعت، فروتنی، شفقت، مسئولیت‌پذیری، امانت، خودکنترلی، سخاوت، صبر، شفافیت، بی‌طرفی و استقلال. مقاله نشان می‌دهد با سوق دادن کارگزاران بخش عمومی به سمت این رهنمودها تعارض‌منافع احتمالی به شکلی بهینه‌تر کنترل خواهدشد. بدین‌ترتیب زمینه‌سازی مناسبی برای تدوین و ارائه چهارچوب سیاستگذاری تعارض‌منافع در کشور ایجاد می‌شود.
