فرایند تدوین سیاست‌های کلی نظام جمهوری اسلامی ایران؛ آسیب ها و راهکارها.

چکیده

سیاست‌های کلی نظام جمهوری اسلامی، در دو سطح نظری و عملی دچار ابهام هستند. از یک سو تعریف واحدی از این سیاست‌ها، در میان دست‌اندرکاران وجود ندارد و از دیگر سو در تدوین، اجرا، ارزیابی و نظارت آن‌ها، وحدت رویه‌ای شکل نگرفته است. پژوهش حاضر در پی آسیب‌شناسی وضعیت موجود و ارائه الگویی در تدوین سیاست‌های کلی نظام است. داده‌های این پژوهش، ترکیبی از داده‌های اسنادی و داده‌های حاصل از مصاحبه با دبیران کمیسیون‌های تخصصی دبیرخانه مجمع تشخیص مصلحت نظام است که ذیل نظریۀ داده­بنیاد، موضوع تحلیل قرار گرفته و نتایج، در قالب الگویی سه مرحله‌ای در «تدوین، تبیین و نظارت» بر سیاست‌های کلی نظام، ارائه شده‌اند. در این الگو، نقش سیاست‌های کلان به‌ عنوان متصل‌کننده آرمان‌ها به اجرائیات، سیاستگذاری زمان‌مند و مبتنی بر واقعیات، لزوم همکاری مؤثر با دستگاه‌های اجرایی و نیز اهمیت نظارت بر سیاست‌ها، به ‌عنوان تکمیل­کننده چرخه سیاستگذاری، مدنظر قرار گرفته است.
