سیاستگذاری مبتنی بر حکمرانی خوب در راستای مدیریت تعارض منافع و صیانت از حقوق عمومی (مطالعه موردی سازمان تأمین اجتماعی)

چکیده

این تحقیق با هدف بررسی علل و عوامل ایجادکننده بروز تعارض منافع در سازمان تأمین اجتماعی و ارائه راهکارها و مدلی مبتنی بر حکمرانی خوب جهت کاهش اثرات آن انجام گردید. در این تحقیق از دو ابزار مصاحبه و پرسشنامه جهت گردآوری اطلاعات استفاده شد. نتایج پژوهش حاضر نشان داد که ساختار تعارض‌گریز، مدیریت رفتار سازمانی، شفافیت امور، پویایی سیستم سازمانی، تحول دیجیتال، شایسته‏‌سالاری، قابل پیش‌‏بینی بودن، مشارکت کارکنان، مقررات بازدارنده از تعارض منافع و پاسخگویی از جمله عواملی هستند که می‏توانند به مدیریت تعارض منافع و صیانت از حقوق عمومی در سازمان تأمین اجتماعی کمک کنند. همچنین نتایج حاصل از رویکرد مدل‌سازی ساختاری تفسیری که جهت ساخت مدل استفاده گردید، نشان داد که ساختار تعارض‌‏گریز و مقررات بازدارنده از تعارض در سطوح پایه‌ای قرار دارند از این‌رو این دو متغیر در اولویت سازمان‏‌ها جهت مدیریت تعارض منافع قرار می‏گیرند.
