بررسی رویکردها و عملکرد سیاستگذاری مسکن در جمهوری اسلامی ایران

چکیده

مقاله­ حاضر با استفاده­ از روش تحلیل محتوای اسنادی با رویکرد گذشته‌نگر به بررسی سیاستگذاری­ های مسکن در دولت­ های مختلف در جمهوری اسلامی ایران پرداخته و رویکردهای سیاستگذاری­ های مسکن، عملکرد و نتایج این سیاست ­ها را مورد تحلیل قرار می‌دهد. یافته‌های پژوهش نشان می­ دهد سیاستگذاری دولت­ ها در قالب دو رویکرد کلی دخالت حداکثری در اقتصاد شامل رویکرد شبه سوسیالیستی در دو دوره­ دهه­ اول انقلاب و دولت احمدی نژاد منجر به اتخاد سیاست­ های تصدی‌گری، واگذاری زمین و سیاست ­ها­ی مداخله ­ای شده است. اما رویکرد دوم در قالب سیاست ­ها­ی بازار و کاهش تصدی‌گری در سه دولت رفسنجانی، خاتمی و روحانی منجر به اتخاذ سیاست­ ها­ی نظارتی، حمایتی و توانمندسازی شده است.
