مدیریت منابع مشاع؛ دیدگاه‌های نظری و تجربه‌های عملی

چکیده

این مقاله در پی آن است تا ضمن تعریف منابع مشاع و ترسیم منطق شکل‌گیری تراژدی مشاعات، گزارشی از دیدگاه‌های مطرح شده پیرامون مدیریت منابع مشاع طی دو قرن گذشته را ارائه کند. این دیدگاه‌ها و تجربه‌های عملی ذیل سه راهبرد دولت‌گرا، بازارگرا و جلب مشارکت اجتماع محلی دسته‌بندی شده‌اند. با توجه به اینکه نتایج، حاکی از ناکارآمدی اتخاذ راهبرد یکسویه‌نگر در مدیریت مشاعات است، در دهه‌های اخیر بر ضرورت اتخاذ ترکیبی از سه راهبرد دولتی، خصوصی و اجتماع محلی تاکید شده است. بخش پایانی مقاله به تشریح دیدگاه‌های الینور استروم به عنوان برجسته‌ترین روایت از یک راهبرد ترکیبی مبتنی بر حکمرانی چند مرکزی پرداخته است.
