تحلیل سیستمی سیاستگذاری مالیاتی در ایران با استفاده از رویکرد روایت-پژوهی راهبردی

چکیده

سیاستگذاران اقتصادی وجود یک نظام مالیاتی کارآمد را برای تحقق رشد و توسعه­ اقتصادی کشورها، ضروری می­ دانند. با توجه به پیچیدگی مسئله مالیات در ایران، سوال اصلی این پژوهش این است که چه لایه­ های پنهانی در ذهن کنشگران موثر در حوزه سیاستگذاری مالیاتی وجود دارد که باعث شده نقش مالیات­گیری و قرارگرفتن آن در چرخه­ صحیح اقتصاد کشور با چالش مواجه شود. رویکرد مورد استفاده در این تحقیق، روش روایت­ پژوهی راهبردی و استفاده از تحلیل سیستمی است که با استفاده از ابزار مصاحبه و الگوی تحلیل سه لایه­ ای، رفتارها، ساختارها و انگاره ­های ذهنی هر یک از آن­ها استخراج گردید و در گام بعدی، روایت برون فهمی بیان و به تشریح گردابه­ های مخرب پرداخته شد. مبتنی بر یافته­ های تحقیق، کسب محبوبیت بدخیم، ذهنیت خام ­فروشی و انگاره­ فساد از جمله انگاره­ هایی هستند که در لایه­ های پنهان کنشگران قرار گرفته­ اند که باید به آن­ها توجه نمود.
