واکاوی ابرانگاره تغییر تحول‌آفرین در سیاست‌گذاری نوآوری

چکیده

از آغاز قرن بیست و یکم، پژوهشگران سیاست‌های نوآوری، با واژگانی متنوع و بدیع از پدیده‌هایی نوین در حوزه سیاستگذاری نوآوری سخن گفتند که با ابرانگاره‌های رایج صحنه سیاستگذاری نوآوری یعنی تحقیق و توسعه و نظام نوآوری متفاوت بوده است. این رویکرد نوظهور، که مبتنی بر نظریات رویکرد چندسطحی، مدیریت گذار، مدیریت راهبردی کنام و پژوهش و نوآوری مسئولیت‌پذیر توسعه یافته، مورد توجه پژوهشگران متعددی قرار گرفته و با عنوان ابرانگاره تغییر تحول‌آفرین در منابع علمی رواج یافته است. در این مقاله، با مرور نظام‌‌مند پیشینه ابرانگاره تغییر تحول‌آفرین، 33 مقاله از میان 994 مقاله جستجوشده در پایگاه اسکوپوس انتخاب شدند و برای استخراج مبانی نظری، خردمایه‌ها و دلالت‌های سیاستی این ابرانگاره مورد مطالعه قرار گرفتند. براین‌اساس، عدم توسعه اجتماعی و زیست‌محیطی با پیشرفت صرف فناوری، جایگاه رژیم و کنام به مثابه نمادهای مقاومت و تحول، جهت‌گیری هنجاری نوآوری و نیاز به نوآوری سیستمی به عنوان مبانی نظری؛ رویکرد چندسطحی، رویکرد درون‌زا و مشارکت‌محوری، تغییر رادیکال طی مراحل تدریجی، تنوع و انتخاب هدایت‌شده و توجه توأمان به توسعه و تخریب به عنوان خردمایه‌های سیاستی و توسعه چشم‌انداز در عرصه تحول، سازماندهی و حمایت از بازارهای جدید و کنام، آزمایش کارآفرینانه، تحول در الگوی مشروعیت‌بخشی و تغییر محسوس در قوانین رژیم‌ به عنوان دلالت‌های سیاستی ابرانگاره شناسایی شدند.
