هدف از این پژوهش، بررسی مصادیق تعارض منافع در نظام سلامت ایران با تمرکز بر برخی مناصب وزارت بهداشت، درمان و آموزش پزشکی است. برای نیل به این هدف، از مصاحبه با افراد مرتبط با حوزه سلامت و همچنین مستندات مربوط به شرح وظایف مقامهای مورد بررسی استفاده شده است. سپس با تطبیق تعریف استاندارد و مورد قبول صاحبنظران از تعارض منافع با شرح وظایف، اختیارات و مسئولیتهای مناصب؛ مصادیق تعارض منافع برشمرده شده است. نتایج نشانگر این است که منشأ غالب مصادیق تعارض منافع در نظام حکمرانی و فساد احتمالی ناشی از آن را میتوان در سه دسته جای داد. اولاً وظایف مناصب به گونهای است که سهامداری، مدیرعاملی و عضویت در هیئتمدیره شرکتهای تجاری مرتبط با حوزه سلامت موجب ایجاد تعارض منافع میشود. دلیل دوم آن است که حضور افراد ذینفع در نظام حکمرانی سلامت مانند پزشکان، سر منشأ تعارض منافع است. در نهایت، ایرادات ساختاری همچون تلفیق ناظر و نظارتشونده یا سیاستگذار و مجری، دلیل دیگری برای عمدهترین تعارضات منافع موجود است.
