اجرای سیاست‌ها در سواحل مکران ایران؛ بررسی نمودهای یک بحران

چکیده

در سال‌های اخیر بحث توسعه و اجرای سیاست‌ها در سواحل مکران در جنوب و جنوب شرقی ایران در دستور کار دولت‌های مختلف قرار گرفته است، اما روند اجرای سیاست‌ها بسیار کند بوده، به‌نحوی که به‌گواه آمار رسمی می‌توان از آن با عنوان بحران یاد کرد. سؤال کانونی این پژوهش این است که چرا علی‌رغم اهمیت بسیار بالای این منطقه در مناسبات اقتصادی، اجتماعی، فرهنگی و سیاسی، و وجود اراده سیاسیِ اعلامی، اجرای سیاست‌ها در این منطقه راهبردی با شکست همراه بوده است؟ پژوهش حاضر با بهره‌گیری از ادبیات نظری مرتبط با اجراپژوهی در سیاستگذاری عمومی و  اجرای سیاست‌ها در مناطق آزاد موفق، بر پایه مصاحبه با خبرگان و روش تحلیل مضمون، عمده‌ترین دلایل شکست سیاست‌ها را استخراج نموده و راهکارهای سیاستی را ارائه می‌دهد. یافته‌های پژوهش نشان می‌دهد که مهم‌ترین دلایل شکست سیاست‌ها در این منطقه راهبردی را می‌توان ذیل سه مضمون اصلی ساختارمحور، آرمان‌محور و اندیشه محور و نه مضمون فرعی دسته‌بندی کرد.
