سیاستگذاری راهبردی ایران در سوریه و عراق تحتتاثیر بحرانهای منطقهای شکل گرفته و دچار دگرگونیهای عمیق در محیط امنیتی گردیده است. ایران از سال 2003 سیاست «ترمیم خلأ منطقهای» در جنوبغرب آسیا را در دستور کار قرار داد. سوریه و عراق در زمره کشورهایی محسوب میشوند که دچار بحران، بیثباتی و ناامنی اجتماعی شدند. در این دوران تاریخی ایالاتمتحده از سیاست «موازنه هویتی» برای محدودسازی قدرت منطقهای ایران استفاده کرد. سیاست موازنه هویتی، مبتنی بر نقشیابی گروههای بنیادگرا در مقابله با جمهوری اسلامی ایران بوده و به این ترتیب، زمینه برای ظهور جنگ مذهب علیه مذهب در جنوبغرب آسیا به وجود آمد. کشورهای رقیب منطقهای همانند ایران، عربستان و ترکیه در ظهور بحرانهای جدید امنیتی سوریه و عراق نقشهای متفاوتی ایفا نمودند. در انجام پژوهش از «روش نمونهپژوهی» در سیاستگذاری راهبردی و در حوزههای آشوبزده امنیت منطقهای استفاده شده است. پرسش اصلی مقاله آن است که «سیاستگذاری راهبردی ایران در سوریه و عراق دارای چه ویژگی، روند و الگوی کنش تاکتیکی بوده است؟» فرضیه مقاله به این موضوع اشاره دارد که سیاستگذاری راهبردی ایران در سوریه و عراق دارای ویژگیهایی همانند «موازنه تهدید»، «ائتلافسازی»، «مدیریت بحران» و «امنیت منطقهای» بوده که در روند سازوکارهای «کنش پیشگیرانه» و با الگوی کنش تاکتیکی مقابله با تهدیدات جنگ کمشدت منطقهای شکل گرفته است.
