این مقاله با بررسی گفتمان مدیریت دولتی، به تحلیل عملکرد دولتهای پنجم تا دوازدهم با محوریت بخش اقتصادی ایران از بعد کیفی میپردازد. روش پژوهش، استفاده از مدل تحلیل گفتمان انتقادی فرکلاف است. جامعه اطلاعات پژوهش را سخنرانی‌های روسای جمهور در چهار دوره حاکمیت کارگزاران، اصلاح طلبان، آبادگران، تدبیر و امید بر قوه مجریه بوده است. 25 متن طی سالهای 1368 تا پایان 1399، بر مبنای روش نمونهگیری هدفمند انتخاب شد. نتایج نشان میدهد دولتهای سازندگی با گفتمان ملت گرایی، اصلاح طلبان با گفتمان قانون گرایی و تدبیر و امید با گفتمان شهروندگرایی، موضوعات «کوچک کردن دولت، تک نرخی کردن ارز، مهار نقدینگی در جامعه، کاهش وابستگی به نفت، جذب سرمایه گذاری خارجی، کاهش واردات، رقابتی کردن اقتصاد، و افزایش رشد اقتصادی» را مطرح کردند. دولت آبادگران با نوع گفتمان اصولگرایی با پایه ایدئولوژیکی، اقشار آسیب پذیر را هدف قرار داد و واژههایی همچون «هدفمندسازی یارانهها، تزریق پول به جامعه و آوردن پول سر سفرههای مردم» مطرح شد.
