بررسی نگاشت نهادی نظام تنظیم‌گری زیست‌فناوری در ایران؛ مطالعه موردی: غذا و داروی مبتنی بر زیست‌فناوری

چکیده

موضوعی که در سال­‌های اخیر در بحث تنظیم‌­گری موردتوجه قرارگرفته است، تنظیم­‌گری محصولات مبتنی بر فناوری­‌های نوظهور ازجمله زیست­‌فناوری می­‌باشد. ازاین‌رو هدف اصلی این پژوهش تحلیل‌نظام تنظیم­‌گری زیست­‌فناوری کشور در بخش غذا و دارو می­‌باشد. بدین منظور در این پژوهش ابتدا نگاشت نهادی این حوزه ترسیم شده است. سپس از طریق مطالعه نظام تنظیم‌گری زیست­‌فناوری در سایر کشورها، همچنین برگزاری 14 مصاحبه عمیق و 9 مصاحبه گروهی با خبرگان، نظام تنظیم­‌گری بخش غذا و داروی مبتنی بر زیست­‌فناوری، در دو بُعد کارکردی و ساختاری تحلیل و نواقص و چالش­‌های آن شناسایی شده و راهکارهایی برای حل آن‌ها ارائه‌ شده است. یافته­های حاصل از این پژوهش نشان می­دهد ازنظر ساختاری، تقویت نهاد ملی هماهنگ­‌کننده در حوزه زیست­‌فناوری و اصلاح ترکیب اعضای نهادهای تنظیم­‌گر در کشور ضروری بوده و ازنظر کارکردی نیز می‌­بایست برای رفع نواقص شناسایی‌شده در کارکردهای مقررات‌گذاری، رصد، آگاه­سازی و اعمال مقررات، راهکارهایی اندیشیده شود که در این پژوهش به برخی از آن‌ها اشاره‌شده است.
