تکامل سیاستگذاری سلامت: گذار به پارادایم حکمرانی برای سلامت

چکیده

در چند دهه اخیر، سلامت بعنوان هدفی اجتماعی که نیاز به همکاری همه ­جانبه دارد، توسعه طیفی از سازوکارهای سیاستی را بدنبال داشته است. یافتن، معرفی و تجزیه و تحلیل سیر تحولات مفهومی سیاستگذاری سلامت، هدف اصلی این مطالعه کیفی است؛ تا چگونگی تکامل آن را نمایان سازد و مبانی اطمینان­ بخش و مرزهای اقدام شناخته شود. نتایج بررسی نشان می­دهد؛ «اقدامات بین ­بخشی برای سلامت»، «سیاستگذاری­های عمومی سالم» و اخیراَ «سلامت درهمه سیاست­ها» سه موج اصلی سیاستگذاری هستند که همراه با تغییر پارادایم سیاسی، چشم­ انداز تازه­ ای از «حکمرانی برای سلامت» را نمایان کرده ­اند. گذار به الگوی حکمرانی شدیدا شبکه ­ای، چند سطحی و چند ذینفعی، مبتنی بر بسیج «کل ­دولت» و «کل ­جامعه» برای سلامت، همان بخش مهم تعهد سیاسی و اجتماعی برای عدالت و پیشرفت پایدار است.
