تبیین کارکردهای نظام نوآوری فناورانه پیل سوختی در ایران

چکیده

در سال­های اخیر توجه به مفهوم نظام نوآوری به عنوان رویکردی برای تحلیل و سیاست­گذاری در عرصه علم، فناوری و نوآوری مورد توجه سیاستگذاران این حوزه قرار گرفته است. از سوی دیگر دستیابی به فناوری­های نوظهور مانند نانوفناوری، انرژی­های تجدیدپذیر و ...، مسیر رو به رشدی را در توسعه علمی و فناورانه کشورها در پیش گرفته­اند. لذا شناخت نحوه شکل­گیری و توسعه حوزه­های نوظهور و نحوه سیاست­گذاری برای توسعه آن­ها از جمله مسائل اساسی می­باشد. مقاله حاضر بدنبال تبیین مدل توسعه فناوری پیل سوختی ایران برمبنای مدل نظام نوآوری فناورانه می­باشد. از اینرو 89 رویداد مؤثر بر توسعه این فناوری شناسایی و با استفاده از نرم­افزار MAXQDA، این رویدادها دسته­بندی و با کارکردهای مدل پایه پژوهش تطابق داده شده است. با توجه به شواهد موجود در روند توسعه فناوری پیل سوختی در ایران و با تأیید خبرگان این حوزه، کارکردهای توسعه منابع انسانی و تأمین منابع مالی به دو کارکرد مجزا از هم در مدل پیشنهادی توسعه این فناوری لحاظ شده است. در نهایت با تأیید خبرگان حوزه مدیریت فناوری و پیل سوختی، مدل نظام نوآوری فناورانه پیل سوختی ایران با 8 کارکرد اصلی ارائه گردید. در نهایت نقطه ضعف اصلی توسعه این فناوری و شکل­گیری ضعیف نظام نوآوری فناورانه پیل سوختی در کشور، ناکارآمدی کارکردهایی نظیر کارآفرینی و شکل­دهی بازار می­باشد که این مورد باعث تجاری­سازی محدود این فناوری و ارائه آن به بازار شده است.
