تحلیل موفقیت برنامه ششم توسعه کشور از منظر ارزیابی سیاست (کندوکاوی در حوزه پژوهش و فناوری) .

چکیده

ادعاهایی مبنی بر اینکه سیاست خاصی «موفق» بوده است، در فضای سیاسی حکومت‌ها رایج است. با این حال، تعداد کمی از این ادعاها به طریق نظام‌مندی با ادلّه خاص قابل توجیه هستند. این مقاله به دنبال پاسخ به این ابهام است که: «دلایل متقن برای ارزیابی موفقیت یا شکست یک سیاست خاص کدامند؟» بر این اساس، برنامه ششم توسعه کشور در بخش پژوهش و فناوری با چارچوبی متشکل از سه‌گانه درهم‌تنیده فرایندی، برنامه‌ای و سیاسی مورد ارزیابی قرار گرفته است. روش‌شناسی کیفی پژوهش مبتنی بر ردیابی فرایند است و با بهره‌گیری از راهبرد پژوهش مطالعه موردی، گزاره‌های چارچوب تحلیلی جریان‌های سه‌گانه را در یک بافتار خاص مورد آزمون قرار داده است. نتایج بیانگر آنست که میزان موفقیت احکام پژوهش و فناوری برنامه ششم توسعه کشور در بازه زمانی ده‌ساله 1393 تا 1402، در مجموع در وضعیت موفقیت مناقشه‌آمیز-نامطمئن (یعنی در سطح کمتر از متوسط) قرار دارد. چالش‌های عدم موفقیت و فرصت‌های بهره گرفته شده در موفقیت این کلان‌سیاست نیز در بخش نتیجه‌گیری ارائه شده است.
