مرور نظام‌مند پژوهش‌های مرتبط با سیاست‌های مسکن در ایران (سالهای 1370 تا 1400)

چکیده

تأمین مسکن به عنوان یکی از مشکلات ایران از دوران قبل از انقلاب، شناخته‌می‌شود که علی‌رغم سیاستگذاری‌های انجام شده قبل و بعد از انقلاب، این مشکل ‌‌حل‌نشده، بلکه به شکل جدی‌تری بروز نموده‌است. درهمین‌راستا، پژوهش‌های مختلفی درزمینه تحلیل سیاست‌ها انجام گرفته که مرور آن‌ها، به شناسایی شکاف‌های پژوهشی موضوع کمک و از انجام پژوهش‌های تکراری جلوگیری می‌نماید. برهمین‌مبنا، پژوهش حاضر با رویکرد کیفی و پارادایم تفسیری، شناسایی شکاف پژوهش‌های داخلی سیاست مسکن در سه دهه اخیر را هدف قرار داده و از روش تحلیل علم‌سنجی و مرور نظام‌مند استفاده نموده‌است. نتایج تحلیل نشان‌ می‌دهد که واژگان پژوهش‌ها، در ۳ دسته کلی‌ برنامه‌ها و سیاست‌های توسعه، عوامل مؤثر بر سیاست‌های مسکن و آینده آن‌ها و اثرات و پیامدهای سیاست‌های مسکن و کارآمدی آن‌ها و پژوهش‌ها براساس اهداف در ۴ گروه توصیف (۱.۵٪)، علّت (۷.۳٪)، پیامد (۷۷.۴٪) و پژوهش‌های تکمیلی (۱۳.۸٪)  طبقه‌بندی ‌می‌گردد. براین‌اساس، شکاف اصلی در زمینه پژوهش‌های علّت و نبود پژوهش تحلیل سیاست مسکن در ۳ بُعد به‌صورت همزمان است.
