پیشرفت فناوری های نوین اطلاعاتی و ارتباطاتی و توجه روزافزون سیاستگذاران آموزشی به این حوزه، تدوین الگوی سیاستی برای توسعه یادگیری الکترونیکی را برای جمهوری اسلامی ایران ضروری ساخته است. در این پژوهش که هدفش رسیدن به چنین الگویی است ابتدا با روش تحلیل محتوا و مطالعه ادبیات نظری طراحی سیاست، عناصر آن استخراج شد. سپس، به منظور دستیابی به الگویی اولیه، مدل های سیاستی با روش تحلیلی و تطبیقی واکاوی گردید. برای اعتبارسنجی داده ها و مؤلفه های نظری به دست آمده و مشخص کردن نحوه چینش متغیرهای الگوی سیاستی، مصاحبه نیمه ساختاریافته با خبرگان انجام پذیرفت. در نهایت، پس از تجمیع و طبقه بندی اطلاعات مراحل سه گانه و درک روابط اجزاء و ابعاد گوناگون، الگوی سیاستی یادگیری الکترونیکی در آموزش و پرورش جمهوری اسلامی ایران مبتنی بر چهار مفهوم شناخت وضعیت موجود، تأمین زیرساختهای فناورانه، مدیریت اجرایی و ایجاد محیط یادگیری الکترونیکی ارائه شد.
