سیاستگذاری اقتصادی در ایران؛ بررسی کسری بودجه دولت ( 1398- 1358)

چکیده

بحران کسری بودجه دولت یکی از بحران‌های اصلی اقتصاد ایران پس از انقلاب و ریشه بسیاری از بحران‌های دیگر همچون تورم دو رقمی و مداخله مخرب دولت در بازار است. کنترل کسری بودجه دولت عامل شکل‌گیری ثبات اقتصادی و پیش شرط لازم جهت دستیابی به رشد اقتصادی بالا و پایدار می‌باشد. پرسش اصلی در پژوهش حاضر این است که ریشه استمرار سیاستگذاری اقتصادی منجر به کسری بودجه دولت در ایران پس از انقلاب چیست؟ فرضیه پژوهش بر مبنای رویکرد نهادگرایی تاریخی این است که ریشه استمرار سیاستگذاری اقتصادی منجر به کسری بودجه، الگوی مانتیکوری روابط دولت و جامعه یعنی ترکیبی از روابط ایدئولوژیک/انتخاباتی است که منجر به افزایش مستمر مخارج دولت می‌گردد. بنابراین پیش شرط خروج از معمای اقتصاد سیاسی کسری بودجه، تغییر در ماهیت دولت و الگوی منحصر به فرد روابط آن با جامعه می‌باشد.
