بررسی مراتب مشارکتی بودن نمایندگی شورایاران؛ مقایسه دیدگاه شورایاران شورایاری محله یوسف آباد تهران با ذینفعان

چکیده

مشارکت از فرآیندهای شهروندی دموکراتیک به شمار می‌رود و طی دهه‌های اخیر در سیاست‌های شهری به موضوعی قابل توجه تبدیل شده است. مشارکت شهروندان در سطوح پایین‌تر حکومت محلی  مانند  نواحی و محلات شهر اهمیت بیشتری می‌یابد. این مقاله با مطالعه شورایاری یکی از محلات تهران، نمایندگی مشارکتی این نهاد را از چهار بعد "اطلاع رسانی"، "مشورتی"، "تصمیم گیری" و "اجرا" بررسی می‌کند. بدین منظور با ده نفر عضو شورایاری محله مصاحبه و از 338 ذینفع محله پیمایش انجام شد. یافته‌ها حاکی از آن است که شورایاران، اطلاع رسانی و مشارکت دادن  ذی‌نفعان در تصمیم گیری‌های خود را ضعیف، مشارکت مشورتی را در حد متوسط و مشارکت  ذی‌نفعان در اجرا را در حد نسبتاً بالایی ارزیابی می‌کنند. اما پیمایش  ذی‌نفعان محله نشان داد که آن‌ها هر چهار بعد نمایندگی مشارکتی را پایین می‌پندارند. این یافته نیاز به تجدید نظر شورایاران در سیاست‌های مشارکتی خود را روشن می‌سازد.
