مرجعیت‌شناسی سیاست قیمت‌گذاری دستوری در زمینه تاریخی ایران معاصر

چکیده

یکی از بحران‌های دامنه‌‌داری که دولت‌های معاصر ایرانی غالباً به دلیل ناکارآمدی سیاست‌های اقتصادی خود با آن مواجهه داشته و رفتار اقتصادی جامعه نیز تحت‌الشعاع آن قرار گرفته است، تورم بالا و پرنوسان به مثابه رشد نامتناسب قیمت کالاها و خدمات می‌باشد. اما واکنش دولتمردان ایرانی در برابر افزایش نرخ تورم به عنوان یک مسئله‌ اقتصادی، غالباً تأکید بر کارکرد اقتداری خود و تثبیت دستوری قیمت‌ کالاها و خدمات بوده است. چنین رویکردی به دلیل عدول از سازوکار بازار آزاد رقابتی و اصل مالکیت خصوصی، علاوه بر تشدید بحران تورم، با عواقب جبران‌ناپذیری برای ساختار اقتصادی و مشروعیت سیاسی دولت‌ها و سیاستگذاران همراه بوده است. اتخاذ سیاست قیمت‌گذاری دستوری از سوی مسئولان دولتی به منزله یک رویه سیاستی نسبتاً ثابت در طول دوران معاصر به یکباره و از غیب ظاهر نگشته بلکه ریشه در سنن ارزشی و نظامات ساختاری کشور ایران دارد. در این پژوهش با استفاده از روش تاریخی تلاش می‌گردد تا بر پایه نظریه مرجعیت پیر مولر و چارچوب زمینه ـ ‌شناختی جیمز اندرسون که در زمره رویکردهای تفسیری مبتنی بر عقلانیت محدود به شمار می‌روند، ریشه مرجعیت دولت‌محور موجود در زمینه‌ تاریخی شناسایی و تاثیرات آن بر شکل‌گیری و بازتولید سیاست اقتصادی قیمت‌گذاری دستوری (دولتی) در دوران معاصر ایران (دوره پهلوی دوم و جمهوری اسلامی) در قالب یک فرآیند تاریخی بررسی و تشریح گردد.
