سیاستگذاری در هر دوران تاریخی تابعی از شکل‌بندی‌های اجتماعی، فناورانه و توسعه‌گرایانه بوده است. به همان‌گونه‌ای که علم و فناوری در دوران‌های مختلف تاریخی با تغییرات پارادایمیک روبه‌رو می‌شود، سیاستگذاری عمومی و راهبردی در آستانة ورود به نظم فناورانه جدید تحت‌تأثیر موضوعات موازنه، تعادل‌بخشی و کنش نرم‌افزاری قرار گرفته است. هرگاه انقلاب فناورانه ظهور پیدا کند، ماهیت و سیاست‌های عمومی دولت دچار تغییر بنیادین می‌شود. پرسش اصلی مقاله آن است که «سیاستگذاری در موج چهارم انقلاب فناورانه دارای چه نشانه و کارکردی است؟» فرضیة مقاله به این موضوع اشاره دارد که «سیاستگذاری موج چهارم انقلاب فناورانه، رویکرد نرم‌افزارانه، اجتماع‌گرایانه، موازنه‌ساز و تعادل‌بخش در جهت مدیریت بحران‌های نوظهور دارد». هر یک از مفاهیم و نشانه‌های یادشده، بخشی از ماهیت و کارکرد سیاستگذاری در عصر فناورانه در حال ظهور محسوب می‌شود. در تنظیم مقاله از روش‌شناسی «تحلیل داده‌ها» و «تحلیل محتوا» استفاده می‌شود. برای تبیین شاخص‌های سیاستگذاری در موج چهارم انقلاب فناورانه از «رهیافت تغییرات دیجیتالی و فراساخت» نظریه‌پردازانی از جمله «شوآب» بهره گرفته شده است. نتایج مطرح شده در مقاله به این موضوع اشاره دارد که اولاً سازوکارهای دولت رفاه و دولت اجتماع‌گرایانه به‌عنوان محورهای اصلی سیاستگذاری موج چهارم انقلاب فناوری محسوب می‌شود. ثانیاً چنین نشانه‌هایی از کنش اجتماع‌گرایانه، تعادل‌بخشی و موازنه، آثار خود را در حکمرانی مؤثر و سازنده به‌جا می‌گذارد.
