Abstract

The purpose of this article is to introduce the book of Continuity and Change in Public Policy and Management by Christopher Pollite and Geert Bouckaert. This book is the result of a comparative study of two public police and hospital services in Brighton and Leuven in both England and Belgium from 1965 to 2005 and attempts to formulate a scientific framework for change by examining the influence of political-social systems and the majority on public policy and management guidelines. By expanding and developing the three-level model of Hall organizational change, the authors have designed a framework for organizational change patterns in the form of BEST charts. Considering the level of change and its quality, this model includes four change forms: short, sudden and cruel changes (Earthquake), Tortoise changes, Boomerang changes, and gradual changes leading to fundamental changes (Stalactite).
