Pathology of Macro Policies of the Islamic Republic of Iran

Abstract

The general policies of the system, as one of the most important legal documents of the country, determine the plans and goals of the governance system to respond to its issues. Considering that several decades have passed since the beginning of general policies formulation and the preparation of several policy packages, as well as the lack of success of most of these policies in practice, it seems necessary to pay attention to the factors of failure and its weaknesses. The present research has analyzed the research done in this field with a qualitative approach. In order to achieve this goal, all the researches that dealt with the pathology of the general policies formulated in the Expediency Determination Forum were identified and analyzed. The findings of this research were presented in two parts: damages within the policy cycle and outside the policy cycle. The results of this meta-analysis showed that according to the different stages of the policy-making cycle, the most identified harms were related to the stage of policy formulation, and the stages before and after that have received less attention. The damages identified outside the policy cycle have generally focused on the place of the system's general policies in the structure of the country's legal and political system and how it is related and coordinated with other legal and political institutions. In other words, it can be said that this group of researches have dealt with the pathology of macro policies as a legal institution and less has been dealt with their pathology from the perspective of policymaking science.
