Evaluation of the Government's Industrial Policies Regarding Decentralization in Iran Khodro

Abstract

The automotive industry is one of the important and strategic industries of the country, which has had various ups and downs. According to its structure, some of the successes and failures are rooted in the internal strategies and actions of the companies, and others are due to the type of intervention of the governments in the automobile companies, which we refer to as "industrial policy". The analysis of each of these policies is important for extracting the lessons learned and considering it in the future industrial policies. Therefore, the main goal of the research was to explain and evaluate the decentralization policy in the automotive industry, which was carried out mainly in the 80s. For this purpose, we first identified the purpose of adopting decentralization policy using thematic analysis method. The data of this stage were collected from two sources "published documents" and "in-depth qualitative interviews with the officials of the time". In the second step, the degree of achievement of the goals was evaluated using the survey method and its analysis in the SPSS platform with the T-student technique. The result has been the partial realization of some goals and failure in another part of the goals considered by the policymakers. In the third stage, using the Expert Panel method, the reasons for policy failure were analyzed and lessons learned for the future of the automotive industry were presented.
