Evaluation During the Implementation of the “Youthful Population and Protection of the Family” law in Iran Using the Social Audit Approach

Abstract

The social audit approach is proposed under the ongoing evaluation and monitoring. In this approach, there are policy inputs and processes, including resources diversion and transformation. This article evaluates the impact of the Youthful Population and Protection of the Family law on the childbearing attitudes and willingness to have children according to this model. The qualitative method and in-depth interviews with the audience of the law was used. Findings indicated that under"inappropriate policy inputs" the sub-categories of insufficient incentives compared to economic conditions, not including the basic needs of having children, and The inefficient content of cultural policies, have reduced the effects of the law. In the under"policy processes"there has been the resources deviation due to the taste of executive agencies  and "resource transformation"due to negative behaviours against granting facilities. Distrust in government incentives, the failure to provide an efficient solution in the face of the complexities and structural conditions of executive institutions have reduced the effects of the law.
