Public Policy on Cognitive Enhancement

Abstract

Cognitive science is one of the new knowledge. This discipline consists of subsets of neuroscience, psychology, linguistics, artificial intelligence and philosophy of mind and has been widely used in sub disciplines such as medicine, education, sociology, politics, information science, communication and media, medical engineering, command and control engineering, and even defense and war science.
Cognitive enhancement emphasizes drug and non-drug techniques to enhance brain function and ability, and they are somehow aesthetic and empowering cognition While these techniques are essentially ethical or not, and the effects of each one can be applied to the social community, the researchers are in the position of the researchers. In this regard, the role of the government as a policymaker is very much in this area. This paper introduces cognitive science, cognitive enhancement, analyzes of ethical and social issues, and the role of the state as a policy-maker in this knowledge.
