Policy Evaluation of Iran versus ICANN as the Regulator of Cyberspace

Abstract

This paper aims to evaluate the objectives and strategies of Iranian diplomacy vis a vis Internet Corporation of Asignment of Names and Numbers as the regulator of the internet. The methodology is content analysis of the international policy papers and resolutions and statements and interviews. The conceptual model is drawn from Flink-Schrieterer. The paper concludes that the objective of the policy has been the” immunity of the root zone the strategies have actively been supportive of cultural relativity, net neutrality and intergovernmental supervision of ICANN. At the end, the paper presents some policy advice providing the recent development of the legal nature of this organization.
