Abstract
In recent decades, administrative reforms inspired by the New Public Management paradigm—despite their emphasis on efficiency and cost reduction—have contributed to weakened bureaucratic capacities and the rise of the “hollow state” in many countries. This trend has limited governments’ ability to perform effectively in policy formulation, implementation, and evaluation. In response, research on policy capacity, particularly bureaucracy capacity, has expanded, yet the literature remains fragmented and lacks an integrated analytical framework. This study aims to identify and systematize the key factors that enhance bureaucracy capacity in administrative policymaking. Using a systematic review approach based on the PRISMA protocol, 75 scholarly sources were selected for final analysis. The findings demonstrate that bureaucracy capacity improvement is a multidimensional process requiring the concurrent strengthening of analytical, operational, and political capacities. These results offer both theoretical insights and practical guidance for administrative reform and the development of more effective public policies
