Gestalt and System Dynamics: The Two Pillars of Transformation of the Perceptual Order of Generation H Policymakers

Abstract
The failure of many policies is due to policymakers’ limited view of a specific policy, without considering the set of other policies. This inadvertent or deliberate neglect of the system of policies, their relationships to each other, and their interactions with the environments in which they are placed, deals a major and surprising blow to the body of policy design and implementation. Those raised in policymaking fields, with the claim that “power lies in specialization”, often have neither the desire to see all policies nor the tools to do so. But the interactive and boundary-breaking world of complex systems requires the cultivation of a new generation of policymakers who step into the vanguard of policy design with an elevated understanding to the level of commitment to “seeing everything and taking it into account,” along with the need for expertise in each field. In response to the question of how this phenomenon can be realized, this article introduces Gestalt approaches from the world of psychology and System Dynamics from the world of modeling and simulation as two operational pillars for transforming the perceptual order of policymakers and nurturing a new generation of them. We call it Generation H.
