Abstract
The ultimate goal of the research is to lay the groundwork for conflict of interest policymaking in the country. Therefore, first, an *attempt is made to express guidelines from a virtue-oriented perspective in moral philosophy for conflict of interest in governance. The research path is that, inspired by the methodology of semantic research, it first proposes two general contributions: "moral virtues" and "exemplification". In the next step, through the intersection of these contributions with the elements of the theoretical framework of conflict of interest, guidelines are compiled that identify and introduce 14 effective moral virtues in conflict of interest policymaking, which are important parts of these guidelines. These moral virtues are: honesty, practical wisdom, justice, courage, humility, compassion, responsibility, trustworthiness, self-control, generosity, patience, transparency, impartiality, and independence. The article shows that by pushing public sector agents towards these guidelines, potential conflicts of interest will be controlled more optimally.
