From Government to Governance: Public Policy Transformation in the Shift from the State-National to the Global-Urban Political Order

Abstract
This article investigates the contemporary reconfiguration of public action amid a shift from a state-centric and hierarchical politico-institutional order to an emerging global-urban condition. In this transformed environment, the production of public policy no longer stems exclusively from the centralized authority of the nation-state; rather, it unfolds within a multi-level and multi-scalar arena shaped by urban networks, non-state actors, and transnational dynamics. This structural shift destabilizes classical paradigms of public action and gives rise to recomposed forms of governance.
