Developing an Ethical Framework for Science and Technology Policymaking and Applying It to the Analysis of Iran’s Comprehensive Scientific Map

Abstract

This research pursues two main goals; the development of a framework for ethical S&T policymaking, and the application of this framework to analyze one of Iran's policy documents, Iran's Comprehensive Scientific Map. The dimensions and components of the proposed framework have been obtained by studying texts on meta-ethics, normative ethics, S&T ethics, and policy-making ethics in various reliable scientific databases, as well as a survey of experts. Then, based on the framework, a questionnaire was prepared and distributed among 41 people involved with Iran's CSM to analyze the process of formulating this scientific map. While introducing ethical components of the S&T policymaking process, this research shows policymakers and researchers how to ethically analyze S&T policymaking through the real case of Iran's CSM.
